Rapture is intended as a realization of a city without religion, market or government regulation. It led to an underclass being created that Fontaine was able to exploit leading to a civil war. Another component of Rand’s philosophy was that the individual should not act unless it is their own self-interest. When the player enters Rapture, their main choice is to save or harvest the Little Sisters. To get more Adam, the obvious choice is to harvest them. Yet you could still choose not to. So the choice within the game has a new dimension.
